        Description: County of san diego general services, ma minor use permit: standardpre-application major meeting (no permit)permit difficulty:specific plan area:description: major pre-application meeting to address re-development (expansion) of the lincoln acres llbrary and community center.dpw manager:richard lantisdplu manager: curt gonzlesdpw trust:dplu kronos account: gsm-00147 project description:the proposed project is a minor use permit including the demolition of an approximately 1,970 gross square foot existing library and community center and five residential units and the construction a new library and community center facility in place of these structures. the new facility is anticipated to be approximately 5,225 gross square feet. an associated park/ recreational space, parking area, signage and landscaping will also be included. the approximately 0.83 acre project site consists of three parcels located northeast of interstate 805 and north of interstate 54, northeast of the intersection of granger avenue and wilma street in the county island of lincoln acres. access to the library and community center will be provided from granger avenue. the project site is developed and does not contain any natural vegetation. the topography of the site is essentially flat. the proposed library and community center is comprised of five adjacent buildings aligned in a linear fashion with the library and community center on the west and east end, respectively, and totaling 5,225 square feet; building "a" is a roughly 2,750 square foot library that is proposed to be the tallest and most prominent building and will be most visible from the street; building "b" is a 1,250 square foot community center with a kitchen; building "c" and "d" are public safety offices (sheriff's office and lower sweetwater fire protection district office) of about at 250 square feet each; and building "e" is a men's and women's restroom facility totaling approximately 125 square feet each; additional circulation support spaces of roughly 475 square feet may be included within the library or community center building. all buildings will not exceed the 35 foot height limit and are anticipated to be one story, though the library will likely have an architectural two-story volume. building massing and architectural design elements will distinguish the library as a civic institution but will be compatible with the surrounding neighborhood. exterior facilities include the existing basketball courts and park/ recreational area as well as a potential new tot lot. a total of approximately 18 on-site parking spaces will be provided; roughly 17 standard parking spaces and one handicapped space. the proposed project includes 25-foot front and rear setbacks (from the property line along granger avenue and the rear of the lots); and 10-foot interior side yard setbacks from neighboring properties. sewer services for the proposed project will be provided by the spring valley sanitation maintenance district. water will be supplied by the south bay irrigation district. earthwork is anticipated to consist of grading of less than 2,500 cubic yards of material. no grading is currently anticipated off-site. the project does not propose the construction of new off-site streets or widening of existing off-site streets, however some minor improvements such as street lighting may be incorporated. the following project design considerations are also being implemented to minimize environmental impacts: the use of low impact design (lid) features.

        Description: County of san diego general services, ma pre-application major meeting (no permit)permit difficulty:specific plan area:description: major pre-application meeting to address re-development (expansion) of the lincoln acres llbrary and community center.dpw manager:richard lantisdplu manager: curt gonzlesdpw trust:dplu kronos account: gsm-00146 project description:the proposed project is a minor use permit including the demolition of an approximately 1,970 gross square foot existing library and community center and five residential units and the construction a new library and community center facility in place of these structures. the new facility is anticipated to be approximately 5,225 gross square feet. an associated park/ recreational space, parking area, signage and landscaping will also be included. the approximately 0.83 acre project site consists of three parcels located northeast of interstate 805 and north of interstate 54, northeast of the intersection of granger avenue and wilma street in the county island of lincoln acres. access to the library and community center will be provided from granger avenue. the project site is developed and does not contain any natural vegetation. the topography of the site is essentially flat. the proposed library and community center is comprised of five adjacent buildings aligned in a linear fashion with the library and community center on the west and east end, respectively, and totaling 5,225 square feet; building "a" is a roughly 2,750 square foot library that is proposed to be the tallest and most prominent building and will be most visible from the street; building "b" is a 1,250 square foot community center with a kitchen; building "c" and "d" are public safety offices (sheriff's office and lower sweetwater fire protection district office) of about at 250 square feet each; and building "e" is a men's and women's restroom facility totaling approximately 125 square feet each; additional circulation support spaces of roughly 475 square feet may be included within the library or community center building. all buildings will not exceed the 35 foot height limit and are anticipated to be one story, though the library will likely have an architectural two-story volume. building massing and architectural design elements will distinguish the library as a civic institution but will be compatible with the surrounding neighborhood. exterior facilities include the existing basketball courts and park/ recreational area as well as a potential new tot lot. a total of approximately 18 on-site parking spaces will be provided; roughly 17 standard parking spaces and one handicapped space. the proposed project includes 25-foot front and rear setbacks (from the property line along granger avenue and the rear of the lots); and 10-foot interior side yard setbacks from neighboring properties. sewer services for the proposed project will be provided by the spring valley sanitation maintenance district. water will be supplied by the south bay irrigation district. earthwork is anticipated to consist of grading of less than 2,500 cubic yards of material. no grading is currently anticipated off-site. the project does not propose the construction of new off-site streets or widening of existing off-site streets, however some minor improvements such as street lighting may be incorporated. the following project design considerations are also being implemented to minimize environmental impacts: the use of low impact design (lid) features.
